Riot is just a small indie company that can't afford good servers. I understand pbe is small and there normally isn't as many players and therefor the servers don't need to be as good there but on the live servers you would think they have good servers already to handle it but apparently not.
Update: took exactly 15 minutes to get a game, absolutely ridiculous
