So I can't speak for the team aside from the things they said. But maybe the team can answer your questions better. The way it was said to me is that Sett actually uses the front line to attack the back line. So he wants you to pick a tank into him that he can use to actually kill the champions they're supposed to protect.

It's a relatively recent call made by Reav3, and it's cool seeing the ideas that players like a lot. But don't let any of this distract you from the fact that in 2019 Sett threw Rakan off Summoner’s Rift, and plummeted 38 miles through a World Rune.

As someone who consistently bans Blitz because ADCs in Gold don't understand to just stand behind a minion... please god no I don't want this guy played more.
don't get me wrong i love sett, but doesn't lee sin do the same thing with his ult? and with the lifesteal and spell vamp he gets passively from his w plus his passive which gives him a bunch of attack speed, doesn't he fulfill the same ideology of getting into the middle of a teamfight?

Not really. If you watch the Champion Spotlight video, you can examples of using his ult on enemies with varying health. So, when he uses is on the Ashe he does almost no damage, but when you see him grab the Cho and bodyslam him into the Ashe, she's almost killed.
Lee's ult doesn't scale off of enemy health (afaik, I will never play that champ).
Sett also has a unique mechanic where all the damage he takes is stored as grit and then he can unleash that on his enemies. So him standing in the front line and taking a beating is the exact thing he wants, because it makes him stronger.

Given that a lot of people have different but beloved attachments to those other concepts shown in the article how does riots champion design team feel about doing a vote by the community on some cool champion designs like those shown to be fully developed into champs similar to the voting done for the volibear and fiddle reworks cause I know for a fact either the targonian aspect of might or the darkin behemoth concepts seem fantastic to me
This is a really good question and something I can't answer. I was talking to /u/bananaband1t about votes, VGUs, and champion designs literally just before this. But this is a question for /u/Reav3 that I cannot answer.
Tbh I'm just sad we'll never see those concepts in game. The Darkin and Robot Butler are amazing.
I can't speak to specifics (because I don't work on champions), but I don't think we'll ever discount a good concept that resonates with players.

Speaking in line with /u/Wolfeur I hope we get a Darkin support that's like Diablo from Heroes of the Storm, grabs you and flips you over, but like slowly. Not like Singed or Volibear. He smashes you. He's chonky, and doesn't like things. Just. Things.
Darkin support would be my JAM. Give me a cross between Pyke, Senna, and Sett and let's talk.
