Grounded would need some major clarity concerns addressed before I'd be happy to push it any further.
Keep in mind proccing Gloom is only a CD reduction on Doom (the fear). It seems extremely unlikely for it to be a complete reset, and stands to be that you might need 2 Gloom at least to reset Doom.
Champions refund 25%, minions refund 10% (obviously these are both tuning values so could change)
I wonder if Gloom has a per-champion cooldown, or your low-CD dash champs will have to live with getting marked constantly.
It's the latter, but you do need to get a hit in between each dash.

Hopefully you guys all enjoy how fed up she is with dashes when she hits PBE tomorrow. We spent a lot of time trying to find the sweetspot for her anti-dash gameplay. Compared to other standard mages, she should feel more empowered in-lane against dashy champs, but doesn't automatically smash the matchup. She's a bit disfavored in range v range, but still has the tools to compete and apply Gloom with E.
It's easy to see that champ designers deliberately went with dashes as opposed to including blinks as well.
If possible, I'd love to understand the considerations/implications that would occur if Vex's kit also included blinks. Was it ever on the table? How did internal testing go?
Totally understandable if you can't reply here, but I'm sure alot of us would appreciate it if this facet of the design process was included in an edition of champion insights.

Could you share some of the thinking behind giving Vex a dash ult, it seems a little odd for a burst mage to want to get up close and personal with champs, unless she is more like a battle mage like swain

Idk if you can answer this till PBE, but when gloom says 'enemy', does that include minions and monsters? Or just enemy champions?
Enemy means every unit, so it includes minions/monsters/champions.
Any insights on the utility of her R? Going in as a mage is fairly novel - neeko gets a substantial shield from R and Fiddle does so much damage he doesnt care about defenses. Does Vex fall somewhere in between?
Vex going in with R usually entails (a very predictable) AoE fear and a large shield. So it's much closer to the Neeko side. She usually has the damage to blow up one person if she chooses, but she definitely doesn't have the "one shot 5 people instantly" like Fiddle.
Holy shit, thank god they didnt go with the original design. Having a champion that can double the range of any projectile is insane.
The same thing that doubled the range of allied projectiles also used to half the speed of enemy projectiles, it was wild

All of it was on a basic ability which made it very difficult to tune around.
