[2021] Free players once again get <300 event tokens (less than a chroma)

According to the official support article for this event (https://support-leagueoflegends.riotgames.com/hc/en-us/articles/4406640091027-League-of-Legends-Worlds-2021), the total token reward players who don't buy a pass or bundle can earn is 295 tokens. No RP, no chroma. Is this another zero hour mistake with the event activation (like the Sentinel event where only 290 tokens were available or Space Groove where only 285 were available, both of which were retroactively corrected to 300), or is this intentional? This is the longest event we've had in a while (more than 6 weeks, spanning 3 patches), so a lower reward for free players seems pretty stingy.
