Small discussion about the upcoming change to biscuits that are scheduled for 14.19 because I really really hate them and don't think they achieve the goal of the change. When talking about it, Phreak said he doesn't really like biscuits because they don't promote interaction in the way manaflow band and POM do. This is a fair point, biscuits are the most passive form of mana sustain and I can see why he might not like that. The issue is that the new changes make biscuits even less interactive. The thing with mana is that you generally run out of it by interacting with the enemy. If I'm low on mana it's because I've been using my spells to trade. This is not the same as health which you run out of as a result of the opponent interacting with you. Biscuits also promote interaction by restoring missing mana rather than a flat amount. This means their value is highest if you've interacted with the enemy already. On the other hand, the new biscuits (which restore 12% missing health) better promote inactivity. They make sustaining through your enemies spells easier since as mentioned, health is not only a resource you lose by interacting, but also one you lose by being interacted with

So yeah, biscuits changes are terrible not just because they'll really hurt some champs who rely on them but because they take a rune that's deceptively interactive and make it yet another form of degenerate lane sustain like absorb life and fleet footwork

Like someone said, it adds a lot of systemic debt to the system (similar to mana potions), because in order to nerf early laning of a champion we have to tune it around the existence of biscuits (for example, historically tuning mage mana costs, Gangplank, etc.)

We don't think the mana is adding enough to the game that that systemic debt/complexity is worth it, in addition to excessively pro + elite skewing certain champions.

It's a valid concern that some champions are mana constrained and will find it hard to operate; we'll investigate case by case and follow up accordingly.
