[2024] Why does kayle cost 4800 Blue Essence, But still also cost 260 RP to buy

All champions that cost 4800 BE also cost 880 RP to buy, why is kayle the exception? why does she only cost 260 RP while other champions are more expensive. And cost 880 RP to buy while being also at a 4800 Blue essence price? Doesn't really make sense
