With Burning Tides and the first release of Call of the Mountain, it's been established that additional levels after the original 20 on each reward track start the XP requirements at 2000, then go up in increments of 500. If even more levels are added, it starts with 2000 again. (Case in point, Ionia. Level 21 (the "Lee Sin levels") starts at 2000xp, level 26 (the "Lulu levels") starts at 2000xp.

Levels 21-25 in Targon all take 5000xp, while levels 26-29 in Demacia and Bilgewater all need 4000.

This is a massive increase from the previously established pattern and I hope for a quick and prompt and response from Riot as to whether this is a bug or an intended change.

With all the outrage about the rumored KDA event, I hope we can get as much outrage on this, as so far, it's a secret, anti-player change.

Thank you! I'm sorry for the accusatory tone, I'm glad it's just a bug <3

All good and appreciate the report!

The fix is rolling out now.
If you have already earned more XP than the first new reward on a road, you will have to complete a game to earn some XP with that region active, which will trigger the game to check for earned rewards and unlock the ones you've passed. No progress will be lost.

Thanks!

For me it's now stuck at an excessive amount of xp. It's sitting at 2050/2000 but refuses to unlock. Additional xp keeps it at 2050.

Do you have the same road Active? Additional XP would move it up from 2050
