[2019] Known Issue: Forgotten Skills Lvl 30 Can Be Learned Twice

Hello all,

There is an issue that Forgotten Skills at level 30 is allowed to be learned again. The skills cannot be learned more than once and any attempts to do so will use the costs and not grant its effects.
