They said in the past that they only plan on running it around 2 or 3 times a year so, we won't hear anything about Red Libra until 2020.

 

The latest version of Red Libra event is tied to the next update. We are still working on fixes for the current one from two weeks ago, so it is a little too early for us to give a definite timeline on the next Red Libra event.
