The dev no longer wants the Phoenix Blood to be sold in the L2 Store or through the Grocer as the Divine Protection Elixir recipe will be removed in the next update. I am waiting on more details if any of these items and recipes will be completely deleted.

This is not true. The Seed Talisman Upgrade was only added to last November's Red Libra event as a limited time setting. The event has been receiving changes with every iteration lately. In that regard, we have already submitted a bug to the Dev team for the change to the 4hr buff to 1hr.
