Galvanic Blast is common on Arena. As noted elsewhere in this post, this only affects crafting cost. It still shows up in packs at the same rate any other SPG card would.
Is it still legal in historic pauper?
Yes, the legality rules there are all based on Arena printings, so it will be legal for Historic Pauper
