Not sure if this is widespread or just happening to me, but Overlord of the Boilerbilges appears to be bugged?

This is likely an asset error. Go to Options -> Report Bug -> Validate Bundles, and that should identify & fix any errors. (Sneak preview: With Pioneer Masters next Tuesday this option will be called "Repair Game Files", so it's a bit more discoverable)
