Break Out is inexplicably bugged now, wasn't before

If you find a creature with 3+ mana value, it will.... leave it on top of your library (!?). No idea why this is a thing

I've been running it in a Voja Elf deck in standard for a year and it worked fine before. Puts an elf into play with haste, or puts Voja in my hand. Now it will leave it on top of the library inexplicably. There's no alchemy version of it to confuse the system. It reads:

Look at the top six cards of your library. You may reveal a creature card from among them. If that card has mana value 2 or less, you may put it onto the battlefield and it gains haste until end of turn. If you didn't put the revealed card onto the battlefield this way, put it into your hand. Put the rest on the bottom of your library in a random order.
