As per the blog post, for the people that bought the offer, they are banning you from the leaderboard. Not as a punishment. They will be sending you an in-game mail with what your placement would have been on the leaderboard without buying that offer.

Your $5 spent is not wasted and you aren't getting punished. They're just removing you from the leaderboards so the players that didn't get the offer aren't affected by the mistake. And, you're still getting whatever your reward was had the bug not occurred.

Take off the tin-foil hat on this one. It makes sense what they're doing, at least this time.
