If anyone is thinking their challenge is bugged, it seems the count only increases if the enemy has capped a HQ and you are present for the disabling of said HQ, hence the challenge being titled Infiltrator.
Extra tip: play passively for the first half of a HQ match and let the enemy cap a couple and then disable them and then proceed on the offensive, this should get the challenge completed relatively quickly, i've just finished mine :D.
