[2019] I've seen both Final Killcams and Best Plays, how does the final killcam system work?

After watching some streams a while ago I noticed that at the end of each match, you'll either see a Best Play killcam ala BO4 or Final Killcam like in classic COD. What determines which one you'll see? If there's a setting, is it possible for me to disable Best Plays and strictly see Final Killcams after every game?

Generally modes where you have one life feature Final Killcam. However, the Best Play can pick the Final Killcam as the Best Play as well.
