In its current state decoys are useless because they make gunfire that is easily noticeable as fake, put a dot on the mini-map with no UAV, plus few people like moving.

Since gunfire doesn’t seem to attract foes, what if instead you used the decoy to intimidate them? Basically, the new decoy would make footsteps instead of gunfire.

By throwing them near or behind the enemy, they most likely will turn to focus on you or rely on you running into their Claymore. In reality, you can use a less obvious flank route since the decoy will mask your own footsteps to a slight degree.

The counter-play? Decoys make a distinct bouncing sound and flashing light in its current state. And if they’re paying close attention, they’ll realize the footstep pattern up the steps might seem a bit funny.

You're not wrong. They should have more of a benefit.
