[2020] Did they just disable Nobles' ability to resupply Toolbox?

This was basically the only way to guarantee there are defenses in Feitoria or Grad on a public server; if you know you will be chosen as King, Warden, or Noble, then you switch to Engineer during the 5 seconds forced-suicide phase after you lose an objective, and when you respawn, run forward and drop the Toolbox and Heavy Handaxe for yourself to pick up, once it swaps you to a Noble go grab them. The only alternative is to beg pub players in team chat to play Engineer or to drop you a Toolbox and Heavy Handaxe so you can do it yourself, which basically never works because everyone just f*cks off somewhere and rarely do people defend the Nobles.

It seems like if you have a Toolbox and you try to resupply, it no longer works. It plays the hand animation and then does nothing. What the hell?

Edit: I tried picking up a Toolbox someone else dropped while NOT playing as Noble and it also doesn't refill. Did they just disable all Toolbox refilling unless you own the Toolbox?
