External link →Once you get an Op to level 10 the OPERATOR LEVEL is secure. If you fail to rescue them they will not go to level 9 for example, but you do lose a certain amount of XP towards Milestone progression.
Someone will probably lawyer me on that but I'm fairly sure that's how it works.
