[2020] u/Jaaxxxxon make the executioner's mask permanent and make a pumpkin head the new halloween item amongst other similar halloween themed things. That would make the exec hood like a normal item and the pumpkin head in line with the silliness of the Santa hat.

We're talking about this in our next dev meeting. no decision as of yet but we'll figure it out :)
