A block is active from practically the moment you start it to the moment you release it. However, your weapon needs to collide with the enemy weapon to actually block it. If you are being hit while holding the correct block direction, there is a good chance that the attack is bypassing your block completely. For example, if you are holding left block, depending on how your body is aligned with your opponent there is a chance you could be hit around the block, with the attack connecting with your shoulder.
