To be sure whether the game runs at a quality that is reasonable for you, you could just purchase it, try it (enable cheat mode and use the alt + ~ console to fast track to what you want to try, there are some articles about what commands are useful etc) and return it within the 2 hour limit if it is not satisfactory.

We will seek to have the same version on consoles & pc. So, yes, there will be banners on consoles at release - and people have already played with Banners on consoles at Gamescom, PAX and TGS :)
