[2020] How do you make birds eat/drink?

I tamed a couple owls and just ended up getting the thirsty/starving warnings until they died of starvation. I had animal rooms with troughs full of fodder and purified water (was fine for the sheep/cows/chicken/cats I also had). Are birds just unable to enter buildings (I did have the troughs indoors so they wouldn't get destroyed during winter)? Or do they need different food or something? I did notice they didn't try to go to the room (had my stuff around center of map and they ended up dying on a tree near the south of the map).
