Hey! Sorry to hear you are encountering this issue. That's super frustrating!
Out of curiosity, do all the cooks assigned to the room have the cooking skill enabled? I'm sure you've check this but I thought I'd ask. It could also be that the settlers are focused on other, higher priority jobs. It sounds more like a behavior bug, but sometimes those things can cause hang-ups.
I'd be happy to take a look at your save to see exactly what's happening. If you are interested in that, here are the instructions:

Of course, no pressure to do so. I know it's annoying to send a save.
Thanks for reporting the issue. There are a lot of fixes coming into the next update, especially for rooms and jobs. I'll triple check the kitchen to make sure it's working properly.
