[2019] BUG: Song of the Elves -- Crystal weapons gated behind Fragment of Seren

Update: The elf scout that recharges your weapons is not the elf scout found where Eluned and Islwyn used to be. You need to find the elf scout for where Ilfeen used to patrol. This is not a bug.

On release I cleared Song of the Elves all the way to the Fragment of Seren boss fight. Unfortunately on my iron man I don't yet have access to Saradomin Brews or a Trident. With blood blitz, full mage void, mage arena 2 cape and sharks + karambwans the best I can get her down to is 290/1000 health. Due to the state the quest is in, Ilfeen does not even present me with an option to charge my crystal weapon seed ( I need a crystal bow for Western Provinces Hard Diary). Obviously the easy answer here is to clear the Fragment of Seren, but going from 70 to 77 herblore so I can boost to Saradomin Brews would take weeks to gather the herbs. This is clearly a bug and I hope it can be fixed.

TLDR: Currently stuck on the Fragment of Seren boss fight, and because of the current game state Ilfeen does not offer to recharge my crystal weapon seed. All she says is something to the effect of "Are you ready?". Due to this bug it's impossible for me to complete the Western Provinces hard diary and upgrade to Elite Void.
