Has Jagex acknowledged the fact that Soulreaper Axe is bugged?

Noticed this while doing Grotesque Guardians with my soulreaper axe. When the stacks start to tick down your max hit with other styles/weapons also gets lowered. Video below shows it pretty clearly - using blowpipe my max hit is 19 with amethyst darts, when the first stack is ticked down, my max hit is 11 with the same darts. Started looking around if others had the issue and turns out a bunch of people already noticed it.

Same thing with tbow 47 max hit to 23. Didn't try with other melee/mage weapons but super easy to test... Very frustrating to grind out this item for it to actively int you. Any word from the jmods if they are working this out?
