The game has always outdone itself on its seasonal events, little bummed it's just a copy/paste of last year's which wasnt that good either
Yeah, it's shame and I can confirm It wasn't an easy choice to make. We're hoping the message we added to the newspost can at least give you an idea as to why.
New mobile UI when?
There's not a 'release date' as such yet, as the team are having ongoing discussions around the feedback we've seen and what the next steps will be.
Event NPC's tell me to trick or treat Elsie in Varrock church but she is there only in p2p worlds and I'm f2p right now... Jagex you owe me a bond.

Why is the event not F2P this year? F2P players can only do the event up until Elsie. She doesn't appear in F2P worlds. Is this the first year that the event hasn't been F2P?
This was an oversight and should now be fixed!
So was this a problem last year or did somehow even copy pasting go wrong
This event isn't an exact rerun of last year's event. Among other changes, the generous NPCs used are different and have brand-new dialog. The rewards are also brand-new.
