Dropping this on all the associated threads:
A handful of worlds went offline and should have been rebooted at this point. Players should hopefully find themselves able to log in, play and hop as usual.
Some players may find a few minutes' progress (up to a max of 15) has been lost. If this is the case, we're unfortunately unable to restore any of this progress in cases where worlds go offline. We're sorry for any inconvenience caused and massively appreciate everybody who let us know any information about worlds affected by issues.
In case of any more updates, keep an eye on osrs.game/game-status (usually a good one to have in the back pocket in case anything feels out-of-place!)

When is Jagex going to stop with the "apologies" and actually do something about it?

My understanding is that we are working behind the scenes to try and prevent this from happening and level up our servers in general, but it doesn't mean that we don't appreciate and apologise for the inconvenience caused to players when it does happen.
