Stuck on While Guthix Sleeps, bugged? Help appreciated

Posting in hopes of someone being able to help. I'm stuck on the part before the final fight, where we are supposed to get dolmens from the statues by placing Herblore ingredients on them.

First time I loaded in several of the statues didn't show up and instead were rubble. I checked multiple videos on YT but all of them show 8 statues and no rubble.

After relogging a few times some of the rubble instead loaded as statues. By relogging multiple times I've been able to get 7/8 dolmen, but in one of the SW passages the rubble remains and the statue has never showed up.

Examining the rubble gives the following message: "A statue once stood here."

I've tried:

-relogging multiple times, each time I load in some of the statues load as rubble and other times they load as statues (???).

-teleporting away and trying again.

-retracing previous steps in case I missed something, I don't think I have?

-going back to and going through all the dialogue options with quest NPCs at Falador castle and Tears of Guthix. Talking with Movario at Tears of Guthix gives me an endless dialogue loop. Don't think this is normal?

Am I missing something here? Or is this a (known) bug? I haven't been able to find anything about it.
