I don't think so, I think if the polls were less Black and White and blogs were earlier into the design process we'd have a better chance of getting a new skill.
Lets work together to nail down a concept for the skill, sailing as a great example, present it as an overall thing we'd like to implement, but have it be the first step, that way we've got the backup of the community that we're working on something that's going to be liked and have polls at milestones for design, if smaller things fail, fine, lets pivot that design. There are some problems of course, like if we can't do something due to development constraints it could seriously change the original pitch, but being open about that would allow us to come up with a solution with the community.
This way we don't chuck loads of dev time into something that has a fair chance of failing and by the time we get to the final round of polling, we've got a skill that the community are ingrained into the design of and the majority are happy with, without a doubt.
