[2019] Help! I can't start the quest but I have all the requirements

I've gone through every dialogue option and it says I don't have the requirements but everything is crossed off. Is this a bug? I'm in relleka waiting to start the quest and nothing is working; I've logged in and out, reset my client, everything.
