First of all Ayiza, thank you for contributing in these discussions. It means a lot to see you actively discussing and not just dropping in one comment here and there.
But I think this mindset is just extremely polarising. A lot of the popularity in this game is a "do your own way" sort of playstyle. PvP world locked accounts are pretty damn popular, and to just say "well use another world" is incredibly naive to that fact and pretty much tells those players their opinion means nothing. It's why so many of us feel like these requirements (which requires quite active participation in a single PvP style of the many available even though you've just recently ran an LMS comp, and a separate game mode that may have had people far more interested in other areas of the game) are created just to pass this content.
I feel like you need to understand where this reaction is coming from. The VLS has failed polls. It then gets pushed through as an update for BH with the promise of "it's only on those world's don't worry you aren't impacted". Those world's get butchered with the minigame and so now it's barely used. So now you're forcing it through onto PvP world's, despite that essentially being part of the promise when it was first pushed onto us. What's to stop the exact same scenario occuring if the popularity of PvP world's declines to the point and then it's added to regular use in PvP only and we get these same, almost snarky, "don't do PvP if you don't want to have this content" response to us wanting to voice our opinions on changes in this game.
I don't think its fair comparing to the UIM votes as well. As that was much more of an actual consideration for polled content impacting that game mode heavily. So those questions were like "hey here's this content were proposing for everyone, if it passes, how do you want it to impact your specific mode?".
That was a segmented vote to be more inclusive to the minority of people playing a mode that the rest of the game wouldn't even consider they were seriously impacting. Everybody won. UIM got their say on content that affected them, everyone else got their say. This PvP segmentation is much more about creating a positive bias to pass weapons, as literally you even said it just adds "some variety" to PvP world's by giving them another OP mainhand with a powerful spec too (I really don't know why it's compared to an AGS or claws, mainhanding an AGS or claws as your melee swap isn't viable at all, they're purely spec weapons).
I hope you can understand the reasons why some of us are visibly disagreeing with this decision. And you can see where the sense of betrayal comes from as Jagex essentially seems to be allowed to go back on their reasoning and promises when it suits them
