Hunter pouch change ruined recharging the whistle

With the change to the hunter meat pouch to disallow removing meats unless at a bank (which really wasn't that OP to begin with), they have effectively ruined the recharging of the whistle flow.

I used to unload my meat pouch on the way up to turn in a rumor so I can charge my whistle (RIP still 85 dry no upgrade), and now I'm not allowed to because it says "you can't empty your meat pouch here". This makes no sense. I'm in the hunter guild, yet I can't use my Hunter pouch to remove meats to charge my whistle? I really have to stand right next to the bank to unload.

Better yet, why can't meats be taken from my pouch when recharging the whistles? Why are they removing useful functionality of the hunter pouches while basic functions like this, which are part of the core hunter rumour gameplay loop, are not even possible to being with?

I swear it's like they want these pouches to be useless.
