So in legion you have to tag the mobs to activate them when the timer runs out, question is what defines a tag? A hit? Damage?

Im asking because I play ED/Contagion and if a tag is a hit, contagion is f*cked and ED/Contagion is neutered just like Flickerstrike in Delve/Synthesis

GGG is very inconsistent, both blight and contagion do not hit, but blight break boxes... So can GGG please clarify what exactly constitutes a "tag" ?

The shells around them have a certain amount of health to remove before they're tagged.

They don't die, they become unfreezed. This means when the monolith's effect wears off the enemies you've untagged will attack.
