[2019] [PS4] No SSF league?

I can only seem to choose Standard, Synthesis and HC Synthesis. No SSF. There isn't even HC Standard. In the bottom of the screen it says "[L1] Toggle Hardcore" but this doesn't actually do anything, nothing happens when you hit L1.

What gives? GGG specifically promised all the same leagues as on PC. Since I can't even get HC Standard, this seems like a bug instead of a deliberate decision from GGG.

SSF is unlocked after you rescue the Scion in Act 3.

It's there for a similar reason to the Scion being locked for new players. Most people would have had this unlocked on PC when SSF was introduced, so it wouldn't have been obvious to them.
