[2020] Question about Detonate Dead mechanic

Hi,

Detonate Dead deals two separate hits: spell and explosion. The skill provides (15-798) to (22-1197) fire Damage based on gem level. Is this flat fire damage added to both spell and explosion parts? I thought it would only apply to the spell part. But PoB says it would to both. PoB's correct?

Detonate Dead does not have added damage. The damage values on the gem are base spell damage.
