[2020] A question regarding the observer cams

So, I'm taking college courses for digital media production. While it could be boiled down to a film production it's not necessarily focused on that alone. Over the course of my college education, I'll be learning how to edit audio and video files, how to work with a live production, and much more. In our fundamentals of video class, we're going to be using footage of our own to showcase what we learn in the form of independent products.

In class this week, I mentioned how Planetside has a lot of cinematic potential and my instructor seemed to agree once I explained the basic premise. Are observer cams still a thing people can apply for and, if so, would I be allowed to go through that process? I'm aware that they're usually only given to particularly trusted members of the community but, it'd be a blessing and a half to be able to capture cinematic footage from this game and incorporate it into my projects.
