[2019] Curious why I cannot spawn at my own sunderer at a base that we're underpopped at?

I included two screenshots because I cannot comprehend for the life of me why I would not be able to spawn at my own sundy after a full 60 seconds of waiting in this situation. I know they redid the spawn system, but maybe I didn't read the patch notes close enough, because this makes no sense to me.

If the base wasn't capturable (or needed to be defended), you wouldn't be able to spawn there from a normal spawn... but it looks like you should be able to. So seems like a bug to me. Thanks for the screenshots, will give it a look.
