I noticed this after the most recent patch, the Thumper EMP-Ammo doesn't destroy mines or C4 and neither do EMP Grenades.
Something's wrong with the EMP effect I guess.

Are you trying to use it on allied equipment?
Yes, that‘s how I first noticed this issue
EMPs (and Disruptor Ammunition) do not detonate allied equipment. It's been this way for as long as I can remember. Let me know if it's not working for enemy equipment though.
