Understandable for Bastions but I recommend you guys seriously consider allowing Steel Rains be used in Outfit Wars. Its a useful tactical tool and it looks cool as hell and would certainly play into the "hype" moments you'd be looking for in a competitive environment.
Initially, only Bastion and Steel Rain will be prohibited in OW (ANVIL, OS and Citadel Shield are allowed).
Bastion would DEF be OP, but I see your argument on Steel Rain. Our feeling is that given the map design/cap points Steel Rain in OW will be too unbalanced, and we’d like to see how it plays on main servers (and how OW plays without it) during our first OW preseason. But it’s not set in stone, and you’re likely to see a lot of balance / rule set changes to OW after the update.
