[2024] April 29, 2024 - PTS Update

The test server will be updated later today with the following changes. • Added conditions to the continent rotation so that Oshur is not equivalent to the other Warzones and will instead come up at a reduced frequency
• Created a unique alert for Oshur that activates quickly to no pre-conditions so that even when Oshur appears in the rotation we can cap how long it is active for
• Friends list now shows the presence of friends online and displays new friends
• Outfit chat should work 100% of the time now after today's fix
