Spy sometimes unable to attack the building. Horse sometimes moves one square only even on neutral territory regardless of the roads or mountain starting point. Horse bouncing off distance also seems random.

I remember blaming rng when some ruins were inaccessible before discovering that some of them are on the mountains so climbing needs to be unlocked first or how roads affect the movement so I am no longer jumping to conclusions. I play live timer games only and haven't studied the game mechanics that much in sp so I might be missing more patterns.

These are entirely based on established patterns, not randomness.

  1. The Cloak can't infiltrate on the same turn it goes into Stealth

  2. Movement isn't based solely on where the unit starts, but the tiles it goes through, e.g. forests and mountains

  3. Most likely, the Rider is being halted by an enemy unit's Zone of Control

Shouldn't these frequently confusing rules be listed in-game? People can only learn them through a lot of observation or from external websites.

That's the balance of trying to educate users while also not bloating up the UI.
