[2024] Aquarion fertilize ability?

Is the new Aquarion fertilize ability supposed to only work on flooded tiles, or is that a glitch? I guess it would make sense to not be able to do it on dry land, but why not on coastal or ocean tiles, when aqua farms can naturally spawn there? And if it's supposed to be like that, why does the description in the tech tree just say "adds a crop at the selected tile" without specifying that it can only be used on flooded tiles?
