[2021] Bring back BR vs Mini BR map selection

Thank you all for the feedback. I hope you understand that doing something like this in lower populated regions is just not viable. I am seeing this with Taego in featured queues with the recent reports, that is essentially what it would be like with small vs big maps - i.e you will have 2x the queues and issues in both due to the extra split. Queue times go up, bot count per match rises which all then leads to a snowball effect causing many queue types to die out. I am pretty sure that that is the main reason why the team has decided to rotate maps in and out of the random queue instead of trying to duplicate the queue count by creating br and mini br.
