[2022] did the most recent update kill game performance?

since the most recent update i have been getting major FPS drop near the beginning of the game. I am running a Ryzen 9 3900X and an RTX 3080 I average around 160FPS on 1440P with medium to higher quality settings. I am getting drops down below 30FPS and I have changed no settings. is anybody else experiencing similar issues and have you found any fix?
