One of the features we planned, was scrapped. This is on the table again, but only if it comes with a reduction in currently available queues.
I think the only reason players do ranked in NA is to avoid bots.
I'd honestly be fine with smaller lobbies/matches of like 20-24 players with an adaptive circle that starts smaller when server pops are low. Matches would be faster, better odds, less chance of a cheater in the match, and SBMM might be able to work.
