RoE is one of those constant complaints that I always felt like nobody understood when I came back from a deployment. Before y'all downvote me, I get that it is currently buggy and overly draconic.

But it tickles me to death to see people getting a taste of what it feels like when you're told to let them shoot at you first so that you can legally treat them as hostile.

This has already been fixed a week ago. There was a bug with a penalty being given when they bled out. At first when you shot no penalty was actually given, but once they bled out a penalty was wrongfully given, which has been fixed

This is a rare occurrence and not the norm. Was due to the suspect bleeding out, we didn't catch this edge case. Has already been fixed
