In the case of active shooting scenarios, how would the score be affected if we don’t report DOAs and wounded hostages and instead go after the shooter? Active shooting protocol dictates that priority is on moving towards the sound of gunfire and neutralizing the shooter in order to save others from suffering any physical injury, rather than reporting those who are already injured or dead. Also, does the player have to restrain uninjured civilians who are caught in the middle of the crossfire or are they allowed to escape? SWAT 3, SWAT 4, and TSS did not really take this factor into account, even with scenarios such as Sellers Street or St. Michael's.

The active shooter scenario is a little different to a lot of the other missions, as the suspects are intended to be a little more subversive. You likely won't have to report every single down and injured target, but that may change.
