A pretty realistic feature and about how 70% of shootings end with the police, it would make sense that criminals wouldn't keep great maintenance on their firearms especially some of the cheap or converted firearms I've seen them drop.
It should also be dependent on weapon used though stuff like Pump shotguns and Revolvers would never jam, High end guns like the P90, MPX should have a rare chance of malfunction around 5-10% because anyone bringing expensive hardware like that is going to maintain it.
Stuff like Automatic pistols, AR-15's(I've never seen one in game but assume suspects use them), and AK's would have like a 20% malfunction rate.
Than stuff like the cheap pistols and converted or open bolt guns should have a 30% chance of malfunction, stuff like your TEC-9's, Makarovs and SW76.
If a suspects gun Malfunctions than they should have a chance to either surrender or pull out a secondary/pick up a gun from the ground, this would of course be chance based on A. if that suspect has a secondary or B. how close said suspect is to a weapon on the ground at the time.
This would have no effect on the SWAT team as their weapons should be higher quality and well maintained as well as not being subjugated to hard treatment, so the animators won't have to go through making first person jamming & clearing animations, the Modelers should also be able to easily model malfunctions as well as most just involve the bolt not locking into battery or a round stovepiping or getting stuck in the action.
when I say the percentages as well it's not a pershot percentage it would be a increasing percentage based on shots fired up to a cap. So on High end guns it starts with a 1% chance to jam adding an additional %1 until hitting a maximum cap of 10% for standard hardware it'd be a base 2% up to a 20% maximum and cheap/converted hardware starts at 5% and caps at 30%.
this insures that suspects still have a chance to engage with you in a firefight with a very low chance their firearm will malfunction on the first shot.
depending on how hard Void wants to go with it they could also include suspects clearing the malfunction, though this is rarely done in shootings it wouldn't really make sense for their to be a room of 5 suspects but than one's gun jams and they instantly surrender.
overall this would be a realistic feature to see added for PVE and make it a bit more forgiving that the AI won't be able to just full auto you down as much
