[2019] Will beanbag rounds affect suspects differently?

Will some suspects be entirely stunned while others are just slightly disoriented? Will beanbags have a negligible effect on armored suspects? I have these two examples from SWAT 4. One shows a suspect being stunned by a beanbag. The other one has a suspect slightly disoriented by a leg shot from a pistol, but he quickly gets up and points his gun (I know that is different, but I wonder if beanbags can fail like that.) There is also this Donut Operator video where he analyzes police encounters involving beanbags. Some suspects are stunned, while others seem completely unaffected.
